I suppose I should clarify: I believe optimally, there should be only a few
stations with routes to uscd.  Other stations could route using NYS
stations, instead of having a whole bunch of interlinking routes between a
bunch of stations, which could cause perf issues with the routing table, as
well as opening the possibility of routing loops.

But, jm2c, and that's only worth 2 cents :)
