While there is concern that public-to-AMPR routing goes through UCSD,
there are some who are floating their own BGP for their AMPR subnets.
In fact, there is some investigation going on to do the same for NY.
In the meantime, encap routing is done between stations as well as UCSD.
Even if UCSD goes down, individual stations can still encap to each other.
