Brian,

First, yes I know MARS operates outside the strict boundaries of Part 97 that the we are held to. I was simply using my experience as reference or as an example of ALE (more so I should say of automatically varying frequency based on usability, not necessarily beaconing,) and with regards to an always-ready, automated (though mostly query-based) system.

Second, thank you for the link to that article. With the exception of one or two minor points on Pactor 3 and how RMS stations currently operate (if they are following Winlink rules) that I slightly disagree with, it explains a lot.

So my question still is (and it is legitimately a question - not a rhetort) - assuming we keep the bandwidth lower and within bandplan limits, how is an always-on, unmonitored 44net RF backbone link different on both TECHNICAL and LEGAL levels from what I just read? It is also unmonitored, is more likely to broadcast without a remotely manned station sending an RF query to it than a request/query-only based system, and it by the same definitions as the article could also be considered an "internet service providing" service via Amateur radio?

I am arguing any points. I am legitimately curious as to your and others interpretations on this matter?

First, yes I know MARS operates outside the strict boundaries of Part 97 that the we are held to. I was simply using my experience as reference or as an example of ALE (more so I should say of automatically varying frequency based on usability, not necessarily beaconing,) and with regards to an always-ready, automated (though mostly query-based) system.
Second, thank you for the link to that article. With the exception of one or two minor points on Pactor 3 and how RMS stations currently operate (if they are following Winlink rules) that I slightly disagree with, it explains a lot.
So my question still is (and it is legitimately a question - not a rhetort) - assuming we keep the bandwidth lower and within bandplan limits, how is an always-on, unmonitored 44net RF backbone link different on both TECHNICAL and LEGAL levels from what I just read? It is also unmonitored, is more likely to broadcast without a remotely manned station sending an RF query to it than a request/query-only based system, and it by the same definitions as the article could also be considered an "internet service providing" service via Amateur radio?
I am arguing any points. I am legitimately curious as to your and others interpretations on this matter?

Because some were having a problem visualizing how JNOS runs on Linux
and dealing with 44Net encapsulation, I drew up a quick diagram how my
system is set up.  Below it are the two pertinent areas of configuration
files that set up the tunneling arrangement between the JNOS program and
the Linux operating system.  There are similarities for use with other
packet programs like UROnode/Flexnet/FBB, BPQ, Xrouter, etc.  Feel free
to ask questions.

Staten Island received about half of what the Bronx received.  With
the high winds, drifts are higher in places than what actually fell.
As things settle down, you may notice some problems with your coax
and/or antenna.  Take the time to check things out both physically
and electrically.  Make use of your antenna analyzers and SWR bridges
while moving the coax around, especially around the connectors.  The
key to a fully functional system encompasses all of the aspects, from
the signal to the proper configuration of the software and networking.
Let's all help each other to overcome obstacles, lack of information
and any negativity from others. :)

Here in the Upstate Otsego County (Oneonta -Cooperstown) Area we have locations with up to 41 inches on hilltops just south of Oneonta and some as low as 19 at the northern end of the county near Cooperstown.

My location received about 21.5 inches of snow. Others around me were as high as 41 inches and common totals from 24 to 33 or so were numerous. No real issues here, taking this time to work on my packet node and BBS system. Fires are burning and its warm in the house. I do need to go out and clear a little snow off the room where melting occurs, just to minimize the ice and water runoff that will happens in the next couple of days. Still waiting on my plow guy to show for my quarter mile long driveway. I have no places I need to be so that is fine. 

Yesterday in preparation for this storm I went out and started the snowmobiles for the season. 4 running and available for transportation if needed. I might go ride around the house a bit later in the fields. It's still deer season around here so the trail network is still closed until that is over.

22 inches on this side of the Great Sacandaga Lake. I heard reports of 35"
to the east of here and more to the south.
I'm the plow guy here, playing packet with the locals tomorrow nite. It'll
be interesting to see who shows. I think my machine has a PTT issue, will
be working on totally reworking packet node soon. I may have to put it back
on the KPC3+ till then.

This was not written by me, but may give you some insight on NetRom:

Ghost nodes occur from those locking their netrom routes, reloading stale
saved netrom tables, or perhaps from the excessive ping ponging of INP3
nodes which do not follow NetRom detrating standards (but gladly uses such
as a transport). Another reason why this may be occurring (as you stated) is
NetRom links set a too high of a quality and stations broadcasting tables
stating that they physically host their neighbor nodes on their own lan.

This has been an issue since the beginning of axip linking (axudp came many
years later). I still see my old nodes from 10 years ago still being
propagated out within the INP3 cloud. Lowering NetRom neighbor link quality
is half of what a sysop can do... but also raising min_obs and
worst_qual can help filter some of the underlaying nodes even ghost nodes
within the INP3 cloud from showing on your node.

My strong suggestion is the following:

For RF based NetRom nodes:
DefQual: 203
Min_Obs: 3
Def_Obs: 5
WorstQl: 50

This setting allows for 1 missed obs broadcast every 15 minutes before a
node is dropped from the nodes list, meaning within 30 minutes that node
will cease being seen. Also with the qualities set forth, This sets forth
a 6 hop stretch which keeps the integrity of what you list for nodes sane,
and users will be presented with a nodes list of connectable nodes.

For axip based NetRom nodes:
DefQual: 203
Min_Obs: 4
Def_Obs: 5
WorstQl: 181

This setting allows for wormhole nodes to be displayed on your nodes
list and does not allow for a failed obs broadcast before dropping their
neighbor node off your listings. If an internet wormhole node dies it should
drop as soon as possible which for basic NetRom is 15 minutes. Also onl 
their
direct neighbor nodes should only appear so 1 hop from YOUR neighbor is 
seen.

For INP3 Neighbors:
DefQual: 128
Min_Obs: 4
Def_Obs: 5
WorstQl: 127

This allows your immediate INP3 neighbor ONLY to appear on your node and
does not allow for you to retransmit a hop to your other axip based 
neighbors
but does offer services to your RF neighbors. Since there seems a path 
to all
other wormholes from each other there's no need to confuse the paths even
more but it will allow a gateway into the cloud from your RF neighbor. Once
they connect through you to the INP3 neighbor they can see the cluster of
nodes on the cloud, most of which exceeds 850* nodes now.

*For someone on 300 baud HF to pull up 850 nodes it will take them about 45
minutes to download the whole list - which WILL TIMEOUT the user. Not a good
idea to have on your node. You want to service ALL users from 300 baud to

We can't control what others do but we can control what we do. A schema 
of this
which I've tested well for over 3 years now does what should be done. We as
sysops must remember that it's not the number of nodes we carry that defines
us as a station, it's the integrity of those nodes we do carry that the end
user wants us to deliver. Offering end users nodes that don't exist anymore
is of no integrity, and presents your node as a non-functional node to them.
Users talk amongst themselves, so if they say to each other that your node
doesn't work, you'll lose servicing those users and they'll go elsewhere -
especially straight internet!

Introduction
    The TAPR BBS Special Interest Group recommends the adoption of the x.3.4
hierarchical address protocol.

    After discussion of previous articles on hierarchical addressing
standards (1,2) and taking into account international issues of
regional/state name sizes, the TAPR BBS Special Interest Group recommends
the adoption of the x.3.4 standard on an international basis.  x is defined
as 2, 3, or 4 letter region names as defined by the country.

    Examples of x.3.4:
       @WA6GVD.CA.USA.NOAM
       @EA2CMO.EAZ.ESP.EURO
       @F5JGK.FAQI.FRA.EURO

    Regional identifiers may be duplicated in different countries (i.e. AK,
Alaska, USA, could be used in another country as a regional identifier);
however, Country and Continental identifiers SHOULD NOT be used as regional
names.

    It is important to note that there is a distinct and significant
difference between HIERARCHICAL ADDRESSES and FLOOD DESIGNATORS.
Hierarchical address elements are common to all messages (bulletins, P and T
types) and are the foundation of the digital forwarding system.  Flood
designators are used for routing and filtering bulletins.  Geographical
flood designators are likely based upon hierarchical address elements.  It
is therefore important that any attempt to establish standards concentrate
first on hierarchical address elements.  Standards for flood designators can
follow.

    It is the purpose of this document to generate a changing recommendation
that reflects current hierarchical routing.  Reference Tables at the end
will be changed as necessary to reflect current configurations within the
international BBS network.  These tables will need to be changed and updated
in order to meet future needs of user and sysops.


Hierarchical Routing Syntax Summary
This summary uses a modified Backus-Naur form to summarize the syntax for
hierarchical addressing.  [] = optional

       valid callsign as defined by local communications authority

local area.

hierarchical addressing and how to move it along to its' destination,

I am seeing WP BULLETINS being sent out (ie: WP at EU, WP at WW, WP at ALL, etc)
when they should actually be sent as private messages to your forwarding
partners.  Not all systems are running a White Pages server and some
have no idea what to do with these received bulletins.  When your system
runs a White Pages service (available for many systems like JNOS/FBB/etc)
then the private WP messages from your forwarding partner is automatically
incorporated into your database.  When the message is sent as a bulletin,
it is not.  Let's all get on board with the White Pages service on our
systems and provide this useful feature to the users worldwide.

In a recent packet bulletin with information about bbs nodes around the
world, there is a reprint of a message that I sent out a few years ago
regarding the proper usage of WP messages and how they should be sent as
PRIVATE messages between forwarding partners and not BULLETIN messages
sent to various flood areas like @USA or @WW.  Below are examples of a
recent WP bulletin sent and forwarded to many systems and also a private
WP message received from one of my forwarding partners.  As a rule, any
WP bulletin that I receive is immediately sent into the bit bucket and
not forwarded.  All system operators should do the same thing to keep
this traffic down.

I admit that some/many have never been taught correctly and some gentle
persuasion is needed.  There are many things (like NetRom quality settings)
that need to be corrected or tweaked as the packet networks were in a sorry
state since post-AOL era of the late 90s.  There is plenty of documentation
from the 90s that laid out the proper parameters for things to work 
smoothly.
While the errors can be glossed over on a purely internet connection,
the problems pop up when they spill out into the RF environment where
paths are congested and throughput speeds are much lower.
