After verifying this on the amprnet portal, Charles has the full /24
going to his gateway which includes yours. This actually is easier for
you. Two things need to happen:

1) you set policy routing through route rules and a secondary policy
route table to default to his commercial IP via tunl0 (assuming that's
your tunnel interface)

2) Charles needs to add a route to your /27 block via your commercial
IP.

I do this for Jean VE2PKT in Montreal since his ISP limits him to 1
ipencap path, and he's asked me to host his block.
